Many of our leaders began their careers in the field, reflecting J Irwin Company’s commitment to developing talent from within and building experienced leadership grounded in hands-on knowledge. Corporate Management

NG Cotton – President/Owner

NG Cotton founded J Irwin Company in 1999, bringing with him more than 35 years of expertise in the natural gas construction industry. Recognized as a dynamic and effective leader, NG has earned a reputation as a highly respected figure across the natural gas sector. Under his leadership, J Irwin Company has successfully installed hundreds of compressors, developed numerous processing plants, and built hundreds of miles of pipelines. NG played a key role in the expansion of gathering systems in the Barnett Shale, overseeing growth from 100 mcf/d at the start of construction to more than 900 mcf/d.

In the company’s early years, NG was instrumental in the development of XTO Energy’s Freestone gathering system, where handling H₂S was a major challenge, and gas flow increased from 100 mcf/d to 700 mcf/d. Since founding J Irwin Company, NG has grown the business from just five employees. He has also expanded operations into major shale plays including the Eagle Ford, Haynesville, and Marcellus Shales.

Angela Schultz – Executive Director

Angela is one of the longest-tenured leaders at J Irwin Company and plays a central role in guiding all aspects of the organization. As Executive Director, she has been instrumental in shaping the company’s operations and supporting its growth over time. Since the company’s founding in 1999, Angela has helped navigate both periods of expansion and times that required careful adjustment, contributing to the company’s long-term stability. With the support of a strong team, she has helped build and refine the processes that support the company’s day-to-day operations.

Angela is known for her practical approach to leadership, strong operational insight, and attention to detail. She works closely with both field leadership and the corporate team to ensure operations align with financial, safety, and administrative standards across the organization.

Field Management

Junior DeLeon – Chief Operating Officer

With more than two decades at J Irwin Company, Junior began his career in 2003 as a laborer and steadily worked his way up to become a key leader in the company’s long-term success. Through years of hands-on experience and leadership in the field, he developed the expertise and operational knowledge that now guide his role as Chief Operating Officer.

Throughout his career, Junior has played a critical role in the successful execution of major infrastructure projects, including the construction of the Three Rivers Terminal, the Teague Plant for XTO Trend Gathering, the Rex Booster Station, and the Echo Springs 54” Slug Catcher. His leadership on these complex projects helped establish J Irwin Company’s reputation for delivering high-quality work on demanding natural gas construction projects.

Today, as COO, Junior oversees all field operations, ensuring projects are executed safely, efficiently, and to the highest standards of quality. Known throughout the industry for his leadership, experience, and commitment to safety, he remains a driving force behind J Irwin Company’s continued growth and operational excellence.

Jaime Montoya – Senior Superintendent

Jaime Montoya is a highly experienced construction professional with over 28 years in the oil and gas industry, including more than 25 years of dedicated service with J Irwin Company.  As Senior Superintendent, Jaime plays a key role in leading field operations, ensuring projects are executed safely, efficiently, and to the highest quality standards.

Over the course of his career, Jaime has successfully completed numerous plants, compressor stations, and slug catchers across Texas, Oklahoma, Louisiana, Ohio, Pennsylvania, North Dakota, and Wyoming. His hands-on leadership, technical expertise, and commitment to safety have earned him a reputation for delivering projects that meet both client expectations and industry standards.

Jaime’s long tenure with J Irwin Company reflects not only his professional dedication but also his deep alignment with the company’s values of safety, reliability, and craftsmanship. His extensive field experience and leadership continue to drive project success and strengthen J Irwin’s reputation as a trusted partner in the natural gas construction industry.

Field Superintendents

Jose Juan Montoya

Jose Juan Montoya has been a dedicated leader at J Irwin Company since 2007, bringing nearly two decades of experience to the field. As Superintendent, he has successfully overseen the construction and completion of critical infrastructure projects including compressor stations, slug catchers, plants, meter stations, and a wide variety of natural gas construction projects.

Jose is recognized for his hands-on leadership style, strong commitment to safety and quality, and his ability to manage complex projects from planning through completion. His extensive field knowledge and proven track record have made him a trusted leader within J Irwin and a respected figure in the oil and gas construction industry.

Genaro “Flaco” Dominguez

Flaco has been a valued member of J Irwin Company since 2010, bringing more than a decade of hands-on experience in natural gas construction. Beginning his career as a laborer, he steadily advanced through the ranks, gaining extensive field knowledge and developing strong leadership skills that ultimately led to his role as Superintendent.

In his current position, Flaco oversees the construction and completion of a variety of natural gas infrastructure projects. He is known for his strong work ethic, practical field expertise, and commitment to safety and quality. His dedication and deep understanding of the work have made him a trusted leader within J Irwin Company and an important part of the company’s continued success in the oil and gas construction industry.

Caesar Ceniceros

Caesar joined J Irwin Company in 2016 and has built his career through dedication, hard work, and a strong commitment to the field. Starting as a laborer, he gained valuable hands-on experience across a variety of natural gas construction projects, steadily advancing through the ranks as he developed his technical knowledge and leadership abilities.

Now serving as J Irwin Company’s newest Superintendent, Caesar is responsible for overseeing field operations and supporting the successful execution of natural gas infrastructure projects. He is known for his reliability, team-oriented leadership style, and focus on maintaining safe and efficient job sites. His continued growth within the company reflects both his work ethic and his commitment to delivering quality results for J Irwin Company and its clients.

Safety Director

Frank Campos

Since joining J Irwin Company in 2005, Frank has been a key contributor to the company’s growth and success, beginning his career as a laborer in the field. As the company expanded, he took the initiative to further his education and professional development, earning the credentials necessary to become a certified Safety Director.

Today, Frank leads and oversees J Irwin Company’s safety program, managing safety culture, compliance, reporting, and the company’s overall safety performance and ratings. He works closely with insurance providers and customer representatives to ensure continued compliance with industry standards and regulatory requirements. Frank also coordinates all DOT drug testing and organizes safety training programs for employees, frequently leading training sessions himself.

Known for his proactive approach and commitment to continuous improvement, Frank is always looking for ways to strengthen company operations, improve processes, and promote a safe and honest work environment. His long tenure, initiative, and dedication to J Irwin’s success make him an invaluable part of the organization.
